Arkansas doesn't have Mule Deer but they are king of the deer in California and Colorado. California licenses are somewhat difficult to draw because of the compedition for them. Colorado on the other had has a draw that the deadline is early April, followed by a leftover draw in July, and there is also a voucher program to by-pass the drawing process. The majority of the Mule Deer hunt options are in Colorado.
Alabama and Alaska don't have Mule Deer but Arizona is known for its big Mule Deer, The licenses do take preference points and threr are no other reasonable ways to get a license except to build point every year until you draw.
Unfortinuently Mule Deer are a deer of the west it is replaced in the eastern US with whitetail Deer.
Georgia only has Whitetail Deer and no Mule Deer.
Hawaii has Blacktail deer on some of the islands which are a sub-species of the Mule Deer.
Idaho has Mule Deer in great numbers larger than their Whitetail Deer Populations.
Unfortuently these three states have very good populations of Whitetail deer but no Mule Deer
Kansas and better said western Kansas is known for its great Cornfield muleys. So well getting a mule deer license as a non-resident can be a problem. You must first draw a whitetail license, then add $100, then go through a 4 for 1 draw to get a Mule Deer Muzzleloader license.
The license allows you to hunt the Muzzleloader season with a muzzleloader but you can also hunt the regular rifle season as well but you must use a muzzleloader only durring that season as well. Luckily there are no restrictions on muzzleloaders in Kansas, scopes, sabots and so on are legal.
